At Kearney School District, we believe transparency and integrity are the cornerstones of public trust. On this page, you’ll find information about submitting Sunshine Requests, plus financial reports and audits, annual survey results and other important documents, each updated regularly to meet state and federal requirements. KSD’s policy manuals and board governance documents are located on the Board of Education’s business management website. From our budget allocations and safety inspections to our compliance with special-education and civil-rights laws, we’re committed to keeping our community informed and involved every step of the way.

Sunshine Requests

Missouri’s Sunshine Law (Chapter 610 RSMo) guarantees your right to access and review public records held by KSD, everything from board minutes and financial reports to policy manuals. To submit a Sunshine Request, simply contact our Records Custodian; we’ll acknowledge your request within three business days. If any records are exempt or unavailable, you’ll receive a written explanation and an estimated release date. We’re committed to open governance and welcome your questions at any time.

We must facilitate stakeholder engagement and empower student voices if we are going to achieve our mission to provide exemplary educational experiences in a safe and supportive learning environment. Your responses will help us achieve that goal.

    Kearney School District asks parents/guardians, students, employees and community members to provide valuable feedback by completing our annual survey. We must facilitate stakeholder engagement and empower student voices if we are going to achieve our mission to provide exemplary educational experiences in a safe and supportive learning environment.

    KSD's 2024 Annual Survey was administered from Oct. 2 through Oct. 25 and nearly 3000 responses were recorded. The responses are anonymous. This year's survey was updated significantly. Stakeholders were prompted to respond to an initial set of 20 questions covering the most critical areas; participants then had the option to answer additional questions focused on schools, programs and services, including human resources, IT and communications.

    The data will be used by the Board of Education and district and school administrators to measure the district's progress toward achieving its strategic goals and drive improvement.

  • Financial Reports are posted each month on the District website and available to staff and the general public by accessing the Board of Education's eBoard site. Documents may be viewed by selecting the meeting date, then viewing the agenda in the center of the screen. Financial reports are posted for each regular meeting in the section labeled Informational Items.

     

    Audit Reports

    The Board of Education approved the audit of the 2020-2021 fiscal year at the November 17, 2021 meeting.  A presentation from Westbrook & Co auditing firm was made to the Board of Education at the meeting.

    Financial Report to State of Missouri

    In accordance with Section 162.821 RSMo, an annual financial report must be submitted to the Department of Elementary and Secondary Education of the State of Missouri on or before August 15 each year.  The report contains information, such as revenues, expenditures, fund balances, and debt.

  • Kearney School District has been conducting tests on the water outlets in all the school system’s buildings in order to ensure compliance with the standards established by the 2022 Missouri law known as the "Get the Lead Out of School Drinking Water Act” (RSMo. 160.077). 

    The purpose of the law is to ensure that drinking water sources within Missouri schools contain no more than 5 parts per billion (5 ppb) of lead. This testing included all the typical sources of drinking water, including water fountains, bottle fillers, sinks, ice machines, dishwashers, outdoor spigots, etc. As part of our commitment to ensuring the health and safety of our students, faculty, and staff, we are sharing the results of the recent lead testing of the water outlets at our schools and other buildings.

    Fortunately, there were no water fountains or bottle fillers districtwide that tested above the limit during the first round of testing. Those outlets will provide plenty of safe drinking water for our students, staff members and visitors.

    We are fully committed to maintaining a healthy and safe environment for our students, staff members and visitors. Therefore, we will continue to conduct regular testing and take proactive measures to ensure that our drinking water remains within the safe limits established by state regulations.

    Lead contamination can have health effects, especially in children and pregnant women. Visit the CDC website for more information. If there is a concern about lead contamination, please contact your primary care provider and/or the Clay County Public Health Center.

Remedies and complaint filing deadlines vary by program or incident.

    Persons with disabilities who require alternative means of communication for program information (e.g., Braille, large print, audiotape, American Sign Language, etc.) should contact the state or local agency that administers the program or contact USDA through the Telecommunications Relay Service at 711 (voice and TTY). Additionally, program information may be made available in languages other than English.

    To file a program discrimination complaint, complete the USDA Program Discrimination Complaint Form, AD-3027, found online at How to File a Program Discrimination Complaint and at any USDA office or write a letter addressed to USDA and provide in the letter all of the information requested in the form. To request a copy of the complaint form, call (866) 632-9992. Submit your completed form or letter to USDA by:

  • Procedures for Receiving & Processing Complaints  

    The following guidelines are to be followed should anyone come forward with a discrimination complaint within the Kearney School District Child Nutrition Programs: 

     1) If Kearney School District or any contracted company of the school district either verbally or in person receives a complaint, the staff member must transcribe the allegation.  All complaints will be directed to District Compliance Officer, Zach McMains, located at 425 W. Washington, Kearney, MO 64060.

    The below are the steps to follow if this occurs.  

    a)  School District will inform individual of Federal Civil Rights rules and regulations that have been established for protected classes. (A protected class is any person or group of people who are protected from discrimination based on):  

    • Race  
    • Color  
    • National Origin  
    • Age
    • Sex
    • Disability  

    b)  School District will provide complainant the necessary information to file a complaint, which is:

    c) If needed, the District will provide the complainant information surrounding protected classes and the sponsor should provide the complainant the federal complaint information.

    • If the complainant refuses to discuss the matter any further with the sponsor  Kearney School District will: 
    • reiterate the complaint filing procedures  
    • Document the complaint and actions taken
    • Notify the State agency of the discussion

    d) The below information should be documented as much as possible in their Civil Rights complaint log including, but not limited to, the following:  

    •  Date Complaint Received  
    •  Complainant’s Name  
    •  Complainant’s Address  
    •  Complainant’s Telephone Number  
    •  Complainant’s Email Address  
    •  Allegation of Discrimination/Issue (i.e. FNS program involved, protected class(es) involved, etc.)  
    •  Date of Alleged Discriminatory Action  

    e) District will forward the information, within 5 days of receipt of complaint from complainant, to the State agency 

    f) State Agency level must forward complaint information, within 5 days of receipt of complaint from sponsor, to the FNS regional office.  

    g) FNS team conducts complaint review and investigation, which includes contact with the complainant, State agency, sponsor, etc.  

    The Board is committed that discrimination on the basis of race, color, national origin, sex, age, or disability shall not occur in the receipt of benefits or participation of any food service program.

    Program information may be made available in languages other than English. Persons with disabilities who require alternative means of communication to obtain program information (e.g., Braille, large print, audiotape, American Sign Language), should contact the responsible state or local agency that administers the program or USDA’s TARGET Center at (202) 720-2600 (voice and TTY) or contact USDA through the Federal Relay Service at (800) 877-8339.

    To file a program discrimination complaint, a Complainant should complete a Form AD-3027, USDA Program Discrimination Complaint Form which can be obtained online at: https://www.usda.gov/sites/default/files/documents/ad-3027.pdf, from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
